Remove the top tiller console and check connections from membrane horn switch to horn. Test for voltage to the switch with a voltmeter. Check for voltage to the horn when the switch is pressed. These horns are inexpensive and easy to replace by splicing the wires and hot gluing the new horn inside the cover.Hope this helps

The problem is going to be your motor. After extensive usage, the motor will give up internally and some times it will burn and melt the possitive/negative cables at its housing and it will give you issues with the batteries and the module.
