Hi from retired Englishman in SW France,
(no promises but it is worth trying this!)
I would gently suggest as a first step that you clean the drain motor/pump lint tray/filter. So many 'faults' are caused by blocked filters and many machines will not even go to rinse or spin or release the door lock if there is any water still left inside.
Here are my complete and generic guidance notes for checking both the drain motor filter and the drain motor ;-0)
If you are unsure where the filter is, it is often behind the front lower (kick) panel (or in some machines at the rear in an awkward position!). These panels are either held on by (plasic) screws or will just pull off. Most filters are held in by a round cover/knob. Sometimes the filter will not come out with the cover and you will have to persuade it to come out to play.

REMOVE POWER AND ENSURE YOU HAVE A WATER RECEPTACLE/RAGS TO SOAK UP THE WATER WHICH IS BOUND TO POUR OUT (alternatively use a wet vac as sensibly suggested by VinnyB1234!)
It's surprising what people have found in theirs! It is always worthwhile checking it on a regular basis.
Now- whilst the filter is removed it is normally possible to see the drain motor and ensure it is not jammed by a foreign object such as a needle or a toothpick. It should be able to be turned by hand/finger- the power IS OFF!
At this point it is also possible to test if the motor works. No clothes or water in the machine, select a spin cycle and put the power back on. You should be able to see the motor turning at some point, possibly straight away. Using something suitable like a glove see if it is easy to briefly slow the motor down. If it is easy then the motor is malfunctioning.
(If these actions have not cured the problem, it could be the control board OR the main motor not spinning fast enough. Motors will show weaknesses when commanded to spin.)

If this has assisted you please consider a 4 thumbs up for the rating.
Thanks and good luck!
John C

Ge washing machine fills up with water on spin cycle

Sounds like the timer is screwed... Sending out the wrong signals and the dryer is doing the rinse cycle when it should just be the spin cycle. Do t know what your timer looks like in that washer but most now days look like the picture. 11_11_2013_2_52_52_am.png

Its spinning but the water is not draining away and the clothes are still wringing wet

This usually indicated a problem with the pump. There is a belt which turns the agitator, spins the drum, and turns the pump, which is what removes the water. Since the agitator works and the drum spins, the pump is probably faulty.

Wt you mean by spin in washing machine

its a separate cycle all by itself.
Say U hand wash something in a sink and instead of wringing it out by hand U can put it in the washer and press this SPIN cycle.
So U can also use it to spin more water out of your garments after the regular wash and spin cycle.

Slower spin speeds mean -

  • Cheaper washing machines
  • Quieter washing machines
  • More stable washing machines
  • Longer lasting washing machines because there's less wear and tear on the bearings, motor, carbon brushes, suspension etc.*
  • Gentler on laundry
  • The drum spins for approx 4 or 5 mins. No water is added and you dont add detergent or fabric softener for the spin only option. The object of the exercise is to centrifugally remove excess water from the garments in the drum. They will still be damp but not sopping wet after the spin cycle
  • Spin takes the water out, extract is even better

Spinning fast and furious, just doesn't wring clothes dry

It sounds like you need a water pump!
See if it's pumping water next time you do load by looking at the discharge hose going to the drainage pipe and get back to me!
