Yes, you instead will just open your internet browser and type in hotmail.com and then open your account from there.

to access the created account you will need a mail box ,windows live mail can be downloaded here this will download a file to your pc called wlsetup-web double click that file to do a web setup (untick the boxes of other microsoft live essential software you dont want)

Hotmail is no longer supported by Microsoft. They are using Outlook now. Once you transition over to Outlook, you can just sign in here:
