You may try touch calibration.
To do this, first go to the main menu.
Choose the last tab on the right-hand side of the screen and choose 'More'.
Scroll down to 'Touch Calibration', selct, and then follow the instructions that appear on the screen.

Even if you were able to get past the setup, you would still not be able to use the phone. Since you have already performed a factory reset, I would suspect the actual hardware to be faulty. Get it serviced at an authorised service centre

You need to replace touch pad. Parts cost around $25. Fairly easy to replace. Once you see it you will know how to replace, Go on ebay and put in lg vu touch screen and you should pull up parts for your phone. Or just google lg vu replacement touch.
ebay sells the lcd. the part is about $50. I have an lg vu and i just took it apart and put it back together in about 10 minutes. As long as you are a patient person with a set of mini screwdrivers, I think its pretty doable. I just replaced the lcd for a 2g iphone, and it was pretty hard, but mainly because the case is extremely hard to open.
