There is a fuse in the power supply board near the end of the board.The tv power supply board is it dead.That the board where the power a/c cord plug in.Power surge by a storm,change the fuse will not help the board to work.Because all those ICS on a power supply board are very sensitive to electrical static charges are dead already.Tries websites like Shopjimmy.com,Ebay.com to buy a whloe new refurbish power supply board for the replacement.
The fuse is a white ceramic cylinder located right next to where the power cord enters on a large brown board (this is the power board).
On the below picture (just found it through Google) the fuse is in the lower left corner, you can see it right below and to the right of the AC connector:

You can pull out those fuses, they are inserted in fuse sockets.

I was told the ICS might be dead, what are my chances, if i just change the fuse?
Chances are bleak. Replace the fuses, if blown. Put your TV in series with at least a 200W incandescent bulb. Switch ON. If there is no damage, you may be lucky. Otherwise you will have to replace or repair the power supply board.
