Hello,
This generally means you have the display resolution set higher then the monitor can support. To fix this press F8 after you turn the computer on. You may have to press it a couple times before the windows loading screen. A black menu will come up. Select safe mode. Your PC will load into safe mode with minimal drivers and settings. Go to the control panel and select display. Change your screen resolution to something lower then the setting is is at right now. If your screen is 19" or smaller try a setting of 1024x768 for starters. If its 20" or higher try 1280x1024 for starters.

The desktop screen resolution that the computer is set to, for example 1920X1080pixels is not a supported resolution for that particular monitor.
What you need to do is to connect your computer to another monitor and set the resolution either up or down to a supported resolution of your current monitor. See my published guide entitled How to set your Desktop Screen Resolution?
It would be an idea to ask a friend or family member to use their monitor to set your computer to a supported screen resolution of your monitor.
