The power supply is not the only thing that can cause this problem. There is a chance that the main A/V board could be faulty. Though I would put my money on the power supply. Testing the stb 5V line to ensure that its there would confirm it. I can help you test it if you have a multimeter and know how to use it.
Ok. IF you open the back of the set and look at the power supply, there will be large connector to the extreme right. On that you will see pin markings. There are 16 pins 6th one from the top is is PS_ON pin and the 12th pin in +5VSB. Measure the voltage at the 12th pin with respect to ground(pins 7 or 8) and see if you have 5V. If you don't then its definitely the power supply that has to be replaced. On the contrary if you have +5VSB then its the main A/V board thats not taking the PS_ON command and thats the one that has to be replaced.
PS: the voltages should be tested under the board near the solder joints. All voltages are DC. PLease touch a grounded metal for a few secs before you begin to discharge any static electricity and prevent ESD damage to the board. Avoid the caps at all costs as these hold residual voltages and you will get a nasty shock if you do. Wear rubber gloves if you have them for additional safety
Yes the one you are looking at is indeed the main A/V board. You will not find any blown caps because I suspect that the micro-processor itself is fried, which explains why there is no standby light at the front even though 5V stb is there. Please get me the part number off the main A/V board so that I can get find you a replacement.

Sorry I didn't reply sooner but I didn't have time to work on this until today.
I checked the power supply and it does have 5V so it appears that it is indeed the main AV board.
Is this the main AV board?
I have looked at it carefully and can see no bad caps or any blown ics.
