The BIOS firmware on the motherboard was never updated or there are some missing driver(s) , you can try in case of that a live bootable linux distro on dvd or by usbstick then you know absolut for shure that there is no hardware failure.
no bios defaults set .

For that you need change some registry keys and delete upper and lower filter with below method. First make sure usb cable connected to harddrive is working fine. Try it in different usb ports. Press windows key +R key so you can see run then type in run "devmgmt.msc" then press ok so you can see device manager uninstall all usb drivers then it automatic install usb drivers. then check. Also you need to change registry for that type in run "regedit" then press ok then you can see registry editor then locate below key. HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11 CE-BFC1-08002BE10318} And remove upper filter and lower filter.Then restart computer then check. Also locate the below key and make sure it's value is 3 not 4. HKLM\system\currentcontrolset\services\usbstor make sure start value is 3 not 4. Let me know if you need further assistance. External Hard Drives generally do not need drivers. If the hard drive came with 2 usbs, then plug them both in. Your drive maay require more power to work properly. Again you may need two USB port to power it as 1 single USB does not carry that much power with it.

Hard disks do not like being dropped, there is nothing that can be done to repair it.
If you need the data off this hard disk, there are companies that can recover data off damaged hard disks BUT it will cost you an arm and a leg for their services.

NOT PERTAINING TO YOUR PROBLEM, OR POSSIBLY, RUN VISTA USING NTFS.

The external storage device has several major components:
* USB cable
* external power-supply
* disk-drive inside the enclosure
* USB-to-disk-drive adapter inside the enclosure.
Try a different USB cable.
Try a different USB port on your computer.
Try a USB port on a different computer.
Take a multi-meter, and measure the output voltage/amperage of the power-supply,
and compare with the specifications on the label of the power-supply.
Open the enclosure, and remove the disk-drive, and attach it as a "slave" drive in a desktop computer, to see if bypassing the USB-to-disk-drive adapter bypasses the problem.
Look at the label on the disk-drive, for manufacturer, product-number, serial-number, and manufacture date. Access the manufacturer's web-site, and use "check warranty status" to see if the warranty still is valid. If so, the drive can be replaced, at minimal cost to you.
Buy a new, compatible, disk-drive, and install it in the enclosure, to "revive" your external storage device.
Search online for a professional "data recovery service". For a significant fee, they can repair your disk-drive, just long-enough to copy your files to a new disk-drive.

restart you system then plug it into different port if still not working then change the wire of ur hardrive...
