When I do a shut down from the start it will not shut down. It goes through the steps and the computer (desktop) shut down for a few seconds and them starts up again.

Hope this helps.... Your monitor has an inverter issue. You know it's an inverter problem when:
1. Your monitor starts normally and displays the startup/desktop screen for a while.
2. Then it suddenly goes off, leaving a blank (black) screen or a very dim display.

Note: By changing the value after the letter 't' in step three, u can set timer to shutdown for the specified value for eg: the command ''shutdown -t 15" will set the timer for shutdown to 15 seconds.

When you say "screen goes black," does the computer power down, or is it still operating? Does the sleep light come on? Does it respond to the keyboard and mouse? (Example: press the power button momentarily, wait a few seconds for the "Do you really want to shut down" message to appear, even though you can't see it, then hit the return key to answer "OK," and see if it shuts down.) Does the screen go black or come out of black if you tap the computer?
While your computer is working, go to System Preferences / Desktop & Screen Saver, the Screen Saver tab, click Hot Corners, and set a corner of your screen to Put Display to Sleep. Then next time your screen goes black, mouse your way into that corner, pause a few seconds, then mouse back out and see if your screen returns.
1. Turn your MacBook Air off by holding down the power button for about 10 seconds. 2. Hold down one of the Shift keys and press the power button for a few seconds. Keep holding the shift key for about 1/2 minute. This will start the machine in "Safe Mode." If this doesn't work, you may need to reinstall the operating system. On a MacBook Air, that's a bit more complicated. Your computer manual explains how to install software on that other computer (may or may not be necessary) so that you can use that computer's DVD drive to put the disc in and reinstall Mac OS X operating system.

Dell monitors automatically go into power-save mode after a preset
amount of time when the computer is inactive. The Dell monitor will go
completely black, instead of showing a screensaver. This doesn't mean
that your Dell computer
has shut down. Instead, this allows your monitor to essentially turn
off until it's needed again. You can change how long it is before the
Dell monitor goes into power-save mode by changing your display
settings.
Step 1
Press
any key on your keyboard or move your mouse. Either will turn off
power-save mode. Alternately, you can press the power button on your
Dell computer tower or laptop.
Step 2
Press
any key a second time if the monitor goes from power-save to stand-by
mode. Stand-by mode allows the screensaver to appear.
Step 3
Enter
your user name and password into the login prompt if your computer
requires a login. Press "Enter" to begin using your Dell computer.
Step 4
Change
the display settings on your Dell monitor to prevent your monitor from
going into power-save mode prematurely. Right-click anywhere on your
desktop and choose "Properties." Click the "Screensaver" tab and press
"Power." Beside "Turn off Monitor," choose a time amount from the
drop-down list and press "Apply."
try starting the computer in safe mode. As the computer boots keep pressing F8 until you hear a beep. The computer will or should start in safe mode, once it has everything will look big, don't worry about that for now, click on start>programs>accessories>system tools>system restore and choose a date for when you know the computer was working without any problems. Once the computer has restored it will shut down and reboot. When/if asked what mode you want to boot/start your computer choose start windows normally. I hope this helps.
