Developer power cannot put over the Magnet roller correctly. some gabe on the magnet roller

It sounds like either you contaminated the mag roller or there is a loose connection that causes the mag roller to charge. You might have to just order a new developing unit.

I would like to know the difference between a starter and developer. How does a starter help?

Starter and Developer are eccentially the same thing or perform the same function. Starter is just a term typically used by Minolta and machines manufactured by Minolta. Starter/Developer is simply a component that acts as the carrier for the toner. Toner has no real magnetic properties so in some machines you need a way of getting the toner up to the drum surface. These machines use a magnetic roller and developer to perform this function. The Developer is like a metal powder that the toner mixes with. As it flows around the magnetic roller it carries the toner with it. Then an electrostatic charge on the surface of the drum "attracts" the toner away from the developer roller and onto the drum. That is a simplified answer to your question.

Dell 3110 making clicking noise while it prints and is now printing light on the right side?

You don't say if this is just 1 of the cartridges or all of them, but it's probably just 1, and it is probably a fault inside a cartridge you have replaced recently.

The Dell 3110 cartridge is more complex than many others, and has a Developer Powder (which is magnetic) and the Toner (which is not magnetic). There are paddles and augers inside the catridge that mix the toner and developer, and then move it along the section of the cartridge which feeds the mgnetic roller (which in turn makes the toner available to the drum. If one of these augers becomes dislodged from either it's drive gear, or the locating bush at the opposite end to the gear, the auger either does not turn at all, or moves eccentrically. This results in the mixed developer and toner not beng cycled properly, and wil result in toner 'starvation' or alternately developer/toner overload. Both of these will start at one end of the cartridge and 'progress' along it.

Developer/Toner starvation results in light print.

Overload creates very dense print, and eventually the developer/toner is spewed out of the cartridge, as it just can't cope with the volume that isn't being moved around properly.

Bit of a long winded explanation, but basically its a faulty cartridge, replace it and all should be well.

Did you replace the cleanerblade?

Power off the machine, switch on while pressing 0 & 8, enter 200, then press the start button, the machine will run for about three minutes to adjust the Toner sensor. The machine will stop, press the interupt button to save the setting, switch off and then on.
