Is DCT 1700 AFL the model number for your cable converter box? Have you contacted your cable TV provider to obtain a replacement instruction book for it? Since I have no idea what company is your cable TV provider, I cannot find more information for you on that end.

I just used the following instructions from this site on my 'totally dead' Ilo remote and it worked like a charm! I did step 2 twice on each key and put the batteries back in and it worked great! (When you're done, be sure to put the slide switch in the correct position to operate the unit the remote came with!) Step 4- Put the batteries back into the remote, being very careful to install them correctly. New batteries should be used if you're not sure about the old ones. Step 5- Try the remote. is this tv the same model/brand? far be it from me to claim poltergeists are at work, but who knows... the very first thing i would do in diagnosing this issue is to grab some electrical tape and aluminum foil, tape a patch over the ir receiver for the remote, this should be a shiny piece of black plastic somewhere on the front of the tv, some are marked, some are not.. if you have it, aluminum duct tape works great for this purpose.
to me, it seems like someone is messing with you using a remote, tv-b-gone, or similar product like a keychain universal remote.. if the tape over the ir sensor fixes the issue, i would look at roommates, kids, neighbors, or possible interference from other ir or light sources..
possible culprits would be:
universal remotes
dirty remotes that keep sending a signal with nobody using it
laptops or cellphones with an irda port
palm devices such as palm, clie, etc that have irda
intermittent strobes (emergency vehicles, bad ballast in a light fixture, etc)
i can't guarantee this is your problem, but it seems like it since this is your second tv with the same or similar problem... as a sidenote, the sony clie came with a universal remote program, i caused much chaos in my local video stores by shutting down their video wall while browsing.

This is the chanel set up options I see on the online manual:
- CHANNEL SETUP -
ADD/DELETE(DTV)
AUTO PRESET CH(DTV)
AUTO PRESET CH(TV/DTV)
AUTO PRESET CH(CATV)
! CATV takes approx. 50min.
To set up for over the air broadcast that local channels now have in HDTV, you will select AUTO PRESET CH(DTV). You will have to disconnect cable for this option; however, the cable company will send local channels over the cable.
Bottom line, if you have cable, use it, it will most likely still deliver the best signal.
So coonect cable and use this option:
AUTO PRESET CH(CATV)
Oh, and the reason it takes so long is because there are more channels to scan with cable then with the local over the air channels.
Check if the remote is in TV position, that is, because most of the remote controllers have the feature that you can program them for use with another devices. Make shure that one button that says "TV" in pressed and released once before you try to change any function on the TV.

Memory Initialize operation

Procedure
(1) Enter Adjustment Mode.
(2) Select MEMORY INIT adjustment code (No.704) and change the data value from 0 to 1.
(3) Activate MEMORY INIT by pressing OK button for more than 3 seconds.
(4) Select No.374 and change data value from 1 to 0.
(5) Check that the receiving channel goes to AV1. Unit is set to preset values
