All TV sets have a fuse, usually on the main board near where the AC line cord connects. Resettable breakers are long gone.
Fuses seldom go bad on their own, so if you're hoping that changing a fuse will be a simple fix for a dead TV you'll probably be disappointed. If you find the fuse is blown, it's a sign there are other parts in the TV which have shorted. Replacing the fuse will very likely just result in another blown fuse. Do NOT give in to the urge to just try a larger fuse. Use only the same current rating if you decide to try changing the fuse. And you may not find the fuse to be bad. There are many other reasons a TV won't turn on even though the fuse is good.
Without the proper service information and skills, there's nothing the average consumer can do to fix a non-working TV. It's not like the old tube days any more. Your best bet is to get a professional technician out to look the set over and give an estimate for the repair, or take it yourself to a TV shop if you have one nearby and avoid a trip charge in addition to an estimate charge. Of course, this could also give you an excuse to buy a new TV if you've been wanting one.
