Finally, I have contacted the Panasonic Repair Centre. The answer is the only way to reset the folder no is to bring it back to the repair centre and have it rested there.
Moreover, say there is a file 1000001 in the memory card now. After you use the "No. Reset" function and if you do not format the memory card (in other words, the 1000001 file is still in the card), the new file no will become 1010001 when you take a new picture with this memory card.
Therefore, I will format the memory card before I use the "No. Reset" fuction in order to make the new picture started from 1000001.
Regarding the "No.Reset" function stated on p.26 of the manual, "Set this when you want to start the file number of the picture from 0001 on the next recording. (The folder number is updated, and the file number starts from 0001.) The folder number can be assigned from 100 to 999. When the folder number reaches to 999, it cannot be reset. We recommend formatting the card after saving the data on a PC or other."
So is there any way to reset the folder number? I found that after I format my SD card, the folder/file number just did not reset. I just don't understand what the purpose of the above last sentence is.
Thank you very much.

This depends on what procedures were used during the factory reset.
If your Hard Drive was formatted, than you lost everything. If not, then it is possible that the folder may still be somewhere on your hard drive, for example in the Temp Folder or Recycle Bin? You need to ask the person who performed the factory reset and find what procedures did he/she or they performed on your machine? While you are talking to them, ask if he/she or they could help you recover the Folder you are looking for? The Picture Folder is a default component so it should appear even after the factory reset, unless they screwed it up. Talk to the people who did this job!
Your iPod volume can be limited, and in many instances, a PIN number will be necessary to remove the limit. If you've forgotten or misplaced your PIN, you can still unlock your iPod volume limit using your computer. 1 Connect your iPod to your PC. Make sure your hidden folders are visible. 2 Navigate to the "iPod_control" folder. This will be a hidden folder. Once you've found the "iPod_Control" folder, navigate to the "Device" folder. 3 Locate the file named "_volumelocked" in the "Device" folder. Delete this file. 4 Eject and restart your iPod. 5 Navigate to "Settings" on your iPod. Select "Volume Limit." You'll be able to reset your volume limit with a PIN or password.
Tips & Warnings Do not listen to your iPod at high levels for long periods of time; doing so can damage your hearing.
This is from the manual:
"File numbers are reset when new folders are created."
"New folders are created in the following cases:
1. When pictures are taken to folders containing files numbered 999.
2. When using cards already containing the same folder number (including pictures taken other cameras, etc.)
3. When recording after performing a 'NO. RESET' (found in the setup menu).
You have three choices for file numbering, controlled by Custom Setting #D7:
Off: File numbers are always started at 0001 whenever a new folder is created, when the memory card is formatted, or a new memory card is inserted into the camera.
On: File numbers are incremented until they reach 9999, at which point a new folder is created and the file numbering will again begin at 0001.
Reset: The file number is reset to one more than the current number in the current folder. If there are no pictures in the current folder, the number is reset to 0001.
Because the numbering only uses four digits, numbers are going to repeat every ten thousand pictures no matter what you do.

FILE NAME..................................................Resetting the file names of pictures
RESET This method is useful when grouping files on separate cards.
The file number and folder number are reset every time a new card
is inserted in the camera. The folder number returns to [No. 100]
and the file number returns to [No. 0001].
AUTO This method is useful when you want to manage all your files
with sequential numbers.
Even if a new card is inserted, the folder number and file number are
retained from the previous card. This helps you to manage multiple cards.
To do this you go to the menu and to the setup option and press ok. Down arrow to file name and pick the option you want to use and press ok.
You can enter the hard reset code but that will delete everything on the
phone the code is *2767*3855# i haven't been able to find the password
