The Panasonic TC-L32C3 is not a smart TV. There is no network connection available (wired or wireless). It does have a slot for an SD card to make it a 32" photo viewer. You can also update the firmware by placing the unzipped file (see the site listed below) on the SD card. U need to get a digital to analog converter for the tv digital outputs on "tv mode." Connect the analog outputs to the audio input of receiver. I had same hassle with my Viera till I got another receiver that would take direct digital input - no more need for converter.
Just check whether the power outlet is ok, by connecting the TV to a different power outlet. If it does not work, this could be a defect due to dry solder/component failure in the PCB. This may need attention by a qualified service technician.
turn tv on on remote 1. hit tv 2. hold down setup till it blinks twice(tv button light) 3.then press 991 wait till it blinks (tv button light) 4.press channel up slowly until tv turns off 5. once it turns off hit setup again 6. press the tv then power button and then see if tv turns on if not then you just missed the code(repeat)
