Piaggio NRG 50cc scooter runs only 45-50km/h. rpm goes to 9000. Is it normal?

Piaggio NRG 50cc scooter runs only 45-50km/h. rpm goes to 9000. Is it normal? At this RPM, it should attain a speed of 150KMPH at least.
