starter stays engaged when battery is hooked up as soon as i touch the battery cable the started engages check starter relay could be open circuit

what could be wrong could it be the relay with 2 30 amp fuses next to it has power to fuse box but no horn no lights no ignition all fuses are good problem in switch box
