Cannot register my kindle
If you bought it used it may be registered to someone else. Sign on to amazon.com Below the search bar you'll see help. Go to device support and look for Contact Us. Fill in the info and someone can call you. By past experience it should be same day or very early next day. They will talk you through it.

Upper portion of the screen has no image. Lower part works fine.
I'm not an expert but I'd say it's been jarred in some way. Best thing is to contact Amazon customer service. sign on to amazon.com Below the search bar you'll see help on the right. Click on that, then device support. Fill out info and submit.
Personally I expect they will say send it in for repairs/replacement.
How to change the language back to english
From the Home Menu swipe down to get the pull down menu. Select the gear on the right hand side which is Settings. Select the Language option which you'll probably have to figure out by translating the word Language to whatever language the tablet is current set to.. If the menus are in the same order as in English it should be immediately after the Keyboard option which you may have to translate to the tablets language. The first option under Keyboard sets the language for the table. Select the first option. If those options are in English select English.

Lost Wi-Fi on my kindle
You don't give any details. Do you mean you don't have any Wi-Fi at all? Go to the Settings Menu, Select the Wireless & VPN option and see if you are in Airplane mode, if you are turn that off. Then select Wi-Fi. See if Wi-Fi is turned on. If it's not turn it on. There should be a list of available Wi-Fi routers. If one is not selected select one that is open or that you have the password to. If none are open or they are locked and you don't have a password, you'll need to get a password for one, or install your own Wi-Fi router.
I am not receiving the books i have ordered
Check in the cloud if your device has it. Just tap cloud and go through the list. When you find one you're missing, just press that title. You should see that the book is downloading and find it in your device list.
My credit card has expired. How do enter a new card?
Go online with amazon.com Place cursor on Your Account, click Your account from the list. It will ask you to sign in before it takes you to the list of what you can do. Look for add credit/debit card and click that. You can add something different of update the expire date if you still have that card.
