It is supposed to be like that. You are supposed to steam the milk in a jug with a thermometer in it. The milk is supposed to mix and the bubbles for a tight layer on top. The actual temperature should be between 120 °F / 49 °C and 140 °F / 60 °C. Milk that is steamed at a lower, steady temperature will have a richer, sweeter flavor profile. If you overheat the milk, it will taste burned, because you've essentially denatured the proteins, preventing foaming and scalding the milk.

One of the lines is for pump pressure and lines up with the side that reads 0-15, that would be the one leading to the bottom of the machine. The other side is for steam pressure which reads 0-3 that is connected to the boiler. As for the grouphead if the screen is in place you should be able to use a 5mm allen wrench if that is what the screw head is, which is someone changed it from a flat head that is what they put in.

If this is made like most commercial machines, you have to drain the boiler. Either take out the element or take off the pressure relief valve and turn it upside down. Why are you wanting to drain the machine? If you have contaminated water, best to open up the boiler and clean it out. You will most likely have a lot of sediments in there as well.

You have mention that you have replace the magnetic propeller of the flow meter. Moreover you should check for sure that the propeller it can rotate freely. many times very small parts of scale can block the rotation of the propeller thus not giving the signals to the electronic board.
So you can use a metalic brush and a metalic tool so the comaprtment of the propeller is very clean. Also clean very well the upper part of the flow meter which is above the mangets which some times a small layer of water dirt can blocke the magnets giving signals.

It sounds like the water pump is not doing its thing or the machine cannot get water, either blocked filter or water line.

If I understand corectly the machine need to program the coffee doses again, so place the filter hoder in head and a cup under press the first button and keep it press up to the point of water dose you want, then do the same with other buttons, finally press the stop button then the bliking will go away. If not a wire conector behing the buttons is removed or loose.

Depending on the model, if using a manual knob for the tea valve(same kind of setup as the steam) then you will have to turn up the p.stat. If it has an electronic button then remove the front top panel and look on the side of the solenoid you will notice a knob attached to another solenoid called an economiser valve, there should be a plus and minus sign on the knob. Reducing the amount of cold water being mixed with the hot water will increase the temperature.

Remove portafilter, shower and screw and run the head. Did you get a nice steady flow or a weak drip. If a weak drip then the solenoid or the metering jet on the head is blocked and needs to be cleaned. If you get a nice flow the adjust the grind on the coffee to coarser.
