How do I access offline books downloaded to my Asus MEMO Pad 7 books from Scribd ?
This depends on what format they are in (epub, mobi, pdf, html, txt or a range of others) You may need a special reader for that format.
I use a library organizer calibre which contains a converter and a viewer which supposedly allows you to convert books between different formats and to read book in a variety of different formats. You must add the book to calibre to be able to read it. It's free. I have a kindle but that only reads mobi formats, and reading epub books atm so calibre works well for that. I have not used any of the "library" functions so far. I found it quite difficult to learn at first.

It is possible you got into APX mode (for transferring files with the device not in the OS using NVFlash. Great if you bricked a device). This mode is Hold VOL UP and tap POWER. In this case, you can try to use the Reset Hole on the left side of the
Asus TF300 (between the microHDMI and microSD card). Try it for 3-5 seconds. Another thing you could do is hold the power button for 30 seconds, release, hold it for 3 seconds and see if it boots. The last thing you could do is hold VOL DOWN and POWER for about 12-15 seconds until some small text appears in the top left.
