The blades lift off. As long as the lid is off the bowl should rotate unless the safety interlock pin hasn't retracted. Press it down, let go and jiggle the bowl.

Question edited for clarity, full maker and model. Question moved from Cars and Trucks. With no blade and no bowl on the base, press a small screwdriver into the hole that is the safety interlock. Then try and turn the processor on. If it works, the problem is the bowl and lid lock.
