Based on Batman: Zero Year, Joker and Riddler are around the same age as Batman. But I'd say in the New 52, Joker is a bit older than Batman, so in his late 30s, and Riddler is a bit younger, in his early thirties.
However, for Pre-52, Joker and Riddler both seem quite a bit older than Batman, and Harvey Dent is around the same age.
I have noticed this too. Micheal clearly stopped and keep like thinking for 1~2 seconds looking at the lighter. But it was not the emblem or anything on that lighter that caught Micheal's attention, it was the siren echoing from distance, which made Micheal thinking about what might be coming right way after Tatalia's assasins left. Siren means police, which made Micheal thinks a lot.
