Check the power cord for damaged wires. Check for a faulty breaker. Check power going up to the unit...If power stays on up to the unit then you have a short inside the unit someplace.

Not sure what you mean by 'the balloon'?

The reason you remove water is because water expands when it freezes. If anything was 'deflated' with water in it, then when the water froze, it wouldn't hurt it.

One thing you can also do, it add ethylene glycol antifreeze to the place where the water is. Use it undiluted from an auto-shop. You can also put some into your filter.
