This sounds like the Hand crank mechanism could be the problem. If it is going down in steps the gearing on the height adjuster could be slipping and 'jumping' teeth. When was the last time you gave the table saw really deep clean? Sometimes dirty and sawdust can get inside this machine. Sawdust can soak up oil and lightweight grease drying out areas that need the oil. Give it a really good clean and see if there is access to add a small amount of oil to the moving table lift parts.

I did find a manual for the 6715 model and although it has a parts list, it has no wiring diagram. It should have live, return and ground going in and a pair of wires to the motor and a pair of wires to the light. An electrician in a machine shop or tool repair shop would know. If you take it to an electrician, the issue may well be the suppressor capacitor, across the switch contact, will be short circuit. Get it replaced with a suitable Class Y components and it will be working again. OR thee switch is faulty. Replaceable by a commonly available spare part. Being 15 years old, there is little hope of a spare parts manual but it is a very basic design and should be easily repaired by a competent engineer.
