I searched usinghttps://www.google.com

I found a consew web site with a parts diagram and list for that model, but not a user manual. There were some other models, and a user manual for a similar model might help you.

Remove the needle if you can, then use the handwheel to force it in the direction it was going.

Your tension is too tight. Increase the tension to a higher number, then check the stitch with a scrap piece of material to see what the stitch looks like. Also your thread makes a difference.different treads on bottom and on top will make you stitches abnormal.

Make sure that the faceplate is screwed down tightly, also make sure there is not a build up of lint and threads under the feed dogs. :-)

Install a brand new needle. If that doesn't work, your machine is out of time and needs service.

You don't say if it is a clutch motor or a servo motor. They answer to your question is yes you can slow it down by either motor (usually a knob or switch) and by pulley. If you don't have a servo motor I would strongly urge you got contact Cobra Steve at leather sewing machine company (google it) Tell him you want one of the smart servo motors with needle position-er (needle up and down automatically)
His smart servo motors are also modified so they work very similar to home sewing machines... with graduated speed based on how hard you press the pedal.

But if you must and want to stick with a clutch motor... you might try this fellow's hack.
