to use an systerm remote cameras you need a provider, web cams can be on a ip address but to secure them so only allocated uses use them there is a user name and password. this is setup when the ip address is setup. like this system, Configure Swann Wireless IP Network Camera with CameraFTP Service for... there are meany systems but they should tell you the one to use this may help you understand. my own setup works from any device as lone as you know the password not the ip address as the software all read knows the address. and is cloud base so can use the cloud to watch pre recorded items up to 30 days ago . hope this information help you.

Open the "internet options" menu through tools. Click on "security" tab. Then select the "internet" and click on custom level. Here, navigate to the "Activex controls and plug-ins" section. Change "Download Unsigned ActiveX Controls" to "prompt" and do the same for the setting directly below that. This should clear up your problem
