Are you sure it's on, does it charge? If you plug it into a computer is it detected? If yes to all the above then the screen probably needs to be replaced. ifixit.com is a good resource for guides and parts or ebay.

Power on the system and immediately press the Power + Security (Ctrl-Alt-Del) buttons simultaneously for a
second. This will allow you to run a diag on the hardware. Do all the tests. If all passes, then you may need to reload the operating system.

If you have it linked to an email account, then if you enter your password 5 times you should get a forgot password button. Click it and follow the prompts to reset the password. You can also reboot the tablet and hold either power + vol up or power + vol down to get a menu with the option to factory reset the tablet. This will erase all data too.

During power up try holding the power button for 20 seconds. Repeat this three times. If still not working, connect tablet to your desktop or laptop and scan it if possible. Last option is from the desktop or laptop you should be able to reset to factory settings.

Can you specify why are you using debugging mode. If you are trying to do it for development then which IDE are you using. I suggest you post the question in the the corresponding IDE beacause this may be a driver issue you may need to force the IDE to use a different set of drivers.

The bluetooth device drivers of your laptop may not be updates. Browse Dell's website and download and install the latest drivers for you specific model. Also try to connect witout authentication and see if it works that way.

Below are steps to get the mac address on your Dell Streak.
From the home screen:
  1. Tap the Menu key
  2. Tap 'Settings'
  3. Scroll down and tap 'About Device'
  4. Tap 'Status'
The MAC is listed under 'Wi-Fi MAC Address'
How to find the IP address on your Streak:
From the home screen:
  1. Tap the Menu key
  2. Tap 'Settings'
  3. Tap 'Wireless Controls'
  4. Tap 'Wi-Fi Settings'
At the bottom, under 'Wi-Fi Networks', tap the connection you are connected to and the IP address will be displayed on the next screen
