Iain's solution is great but one addition to it which threw me completely.... if changing your clock in the afternoon.... the time isn't using a 24hr clock, it's just a 12 hour one so if you are wondering why the time still won't set try using the 12hr clock instead

There is a short in the primary electrical circuit. A microwave technician will need to open the housing to check. The actual location of the fault can vary widely, ranging from water / moisture causing a short, wires burnt or touching, fan motor cooked, control board fault, a loose live connector floating, lamp holder fault, etc.

You said you checked the fuse, the fuse in the unit or in your house??? You may have a bad fuse in the unit
