is it brushless? if it has brushes make sure they move freely in their box otherwise the motor isn't getting power. if it's brushless either there's a connection problem with the smaller battery wires telling the saw each cells voltage or the motor controller is bad.

I suggest you have it looked at by a local dealer.

use a oem replacement power cord, remove one wire at and make a drawing of location or take a picture connect the wires back in the proper position. Sounds like your drill has a short in it.

If the charger is not working the input lines must be check for continuity on the both the lines, preferable one wire might be damaged hence it is not giving supply to transformer.....

If you are getting arcing on the brushes then most likely the armauture has failed and cleaning will not cure the problem. If the unit has been run with the brushes sparking for a while the field coil may also be faulty. Best thing at this point is to dismantle the unit and take the armature and field in for testing or take it to a Dewalt service center for repair.

If it is on hammer setting this is normal. My dewalt is much growlier than my other drills. (worx, sparky and matika.)
