Water level sometime very low, sometimes very high
I would say the first thing you should do is, drain out your toilet using a cup and sponge, remove the toilet from the floor and inspect the base of the toilet for blockage. Also check the floor floor and gasket to be sure there are no restrictions. If all is clear then run a garden hose full pressure into the drain and see if it backs up. If the drain is blocked and you don't have access to a drain snake then you an go to a local hardware store and buy what is called a drain king that connects to the garden hose and pressurizes the drain to clear the blockage. If you dig up the septic lid make sure you have it pumped at the same time.And as always don't forget to use your rid-ex every other month. Hope this helps.

Remove flow restrictor on KWC Faucet
We have a KWC 10.501.012.000 - Systema kitchen faucet and after installation the water pressure was much lower, even after adjusting the faucet's limiter screw to "minimum". We ultimately decided that the reduced flow was unusable and called back the plumber service. They sent out a different guy this time and he knew where to find and how to remove another of the faucet's built-in limiters (it has three, apparently).
I saved the removed water limiter parts. I hope this picture of them can you or anyone else with this same problem remove the limiter and get strong flowing water again...

Only hammers when I shout Out the 2nd floor
It sounds like you have a problem called water hammer. When you shut off a fixture the pipes vibrate loudly or hammer. It is usually associated with one or more fixtures within the home. The easiest way to fix this is to install a water hammer arrester. Check with you local hardware store. If you are not comfortable with soldering copper you may wish to call a local plumber to install the arrester within the existing plumbing system.
