How do you raise the handle bars on the bike?

Does this chair have breaks?
This chair doesn't have breaks but it comes with casters that will hold it in place. Each caster, which should be placed on the floor where you want the chair stationary, is three inches by three inches. The casters are included with the chair/cammode.
