old PCs do that, for many reasons. but no PC told at all just HP. 40 years of PCs ,10000 + models nobody can guess ever. but I do have the answer, in pure generic form. did you buy the PC like that used and bad Wifi. ?

1. the wifi card is missing, as was super common 10+ years ago.
2. someone put in the wrong card, not from HP list
3. HP blacklists (bios blocks) none HP cards (wifi)
4. the card needs a driver to work if not it is dead or 1/2 dead.
5. the PC needs 1 more driver to make the wifi buttons all work , all buttons related, if not they are dead or act odd.
6. The OS is infected, no OS told at all, not one clue nor if upgraded the OS, and not vast drivers are wrong or missing, (classic)

bad news now your bricked it just like miillions did google bios update bricked my PC and cry. why are you here and not at HP.com only they can recover bios. they changed the rules now 10 time. so only they know this, and are pain to deal with. the HP service manual shows al that. 2003 relic. read it. hp.com go there, tell them model or service code and RTM. but I did and mobo is not told. all else yes. this PC does not have power pig tails JACK it has those JUNK lame SMT/SMD power jacks super hard to replace. the generic answer is here:

2. left rear mobo power, jack, the mobo must be removed.

5. no big battery connected nor AC powerpack either.
6. remove all hatches bottom
7. then all bottom screws next.
8. hdd out, dvd out, both HDD out if both there
9. then see how to get keyboard out. screws and or top levers.

11. the display if lucky and its hinges may not need be pulled.
12. last is mobo out, sometimes fan and all ribbons pulled and fan radiator tool. and all thermal heatpipe ;/heat sinks pulled.
13. gee getting the mobo out is never easy that is why laptops sux.
