Do you have any drivers for hauppauge wintv pvr pciII(26xx)
Try downloading driverpack soution. Works with windows 8-xp and finds a lot of hard to find drivers. I had an old Hauppauge pvrvfrom about 6 years ago and it found it. Unfortunately the software I was using was totally outdated and even tough I had the correct drivers, I never did find a good software paclage to do wgat I wanted.

Is it only when connected to the computer? If so there are several settings that could be causing the issue. The biggest is the refresh rate, make sure it's set to a max of 60HZ. Also make sure the resolution is not set to high. If your TV is 720p it's 1280x720, for 1080p it's 1920x1080 MAX! Also make sure the cable is tight on both ends. If all this is okay, it may be a hardware issue, but it's doubtful. Try hooking the computer to another TV.
If it's not a computer the issue is most likely either the source resolution or the cable.
