The picture of our jvc LT-46FN97 will suddenly distort

Sounds to me like the digital pixeling that occurs with a weak signal. You have not identified whether this happens on broadcast/antenna TV, cable or satellite service, or a video input such as a DVD. This can be a common problem if you have a weak signal on any of those inputs. In any case, blowing out the dust will not help.

TV will power up, however all it shows is static.

There is not enough information in this description to even start addressing a problem, there are so many things that can be at issue.

Sound ok both dvd and sky input picture grey pixilated

Fault at its main digital board. Short circuited component/s at it. Contact any service technician; or the authorized service center. If you wish to get some details; check the site linked here. Pull up older posts. http://electronicshelponline.blogspot.com/ In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary.

No optical output except when using ipod dock on tv

Unfortunately, there is a limitation on the JVC LT47P789 digital optical audio out. This audio output does not get the signal from any HDMI source. This is described on page 49 of the user manual. The manual is available from JVC here: http://resources.jvc.com/Resources/00/01/14/YA653ien.pdf . There is a similar restriction for the analog audio output from the TV with the HDMI inputs. If you use the component audio/video inputs on the TV from your set-top cable box and DVD player, then the optical audio output will work. Otherwise, you need to find a way to connect the audio directly to the receiver. Some receivers have multiple HDMI input ports. These then forward the video signal on their HDMI output to the TV. Another option is to connect the analog audio outputs from the cable box and DVD player to the receiver. This may require resetting the Audio output from these set-top boxes to keep from sending the audio over the HDMI cable. With the Cinemate, you might need some sort of audio input switch or an HDMI converter and switch that separates the audio from the video signal. I hope this helps. Hi

Main system control memory IC fault. This is a very small IC; have 8 solder terminals, and can be located very near to the main system control-chroma IC. Check and replace it. Be sure to replace it with the same number printed on it; in all respect. Otherwise, it won't go. http://electronicshelponline.blogspot.com/ Before replacing it, try a reset to this set, and then check. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; check the site linked here.

Picture is too wide for TV

On your remote control there is an ASPECT button just above the channel+ button and slightly to the left of centre, its a round one. This button will change the picture aspect. You should this will solve your problem.
