Low voltage

You have overloaded the generator and have blown a capacitor, resistor or similar item that will only allow half the voltage output to the recepticals. I know I have done this too.

Slow throttle reponse to load

Your welder is too much for the generator you are using. Usually you need a fairly big generator for welding so it doesn't overload so easily.

Generator not making electric

You have a faulty inverter board on the unit. I would warranty the generator in this case, or have the manufacturer send you out a replacement board to swap yourself.
