Is water actually turned on? Are hose and valve screens clear of debris? Are hot and cold water hoses reversed?

F63 on certain washers is an indication of too much soap is being used. If you live in an area where the water is hard and your not using too much soap you have a clog in one of the hoses used for air. Try to do a hot cycle with white vinegar. On other models the F63 is indicating that the water intake valve didn't find it's position. If this is the case just run an additional cycle.

Sounds Like it hasn't drained, or thinks there is still water in it. Take the drain hose out of the standpipe and place into a bowl. This will allow the machine to drain into the bowl. You'll need to then check the drain pump to find out why it hasn't drained....normally something like a hair pin stuck in the impellor stopping it turning

Open the door.
1) See if you can move the drum up and down, any slop would indicate shaft and/ or bearings
2) Turn the drum around and see if is running centrally.
An off centred drum indicates you need new drum and shaft
