HMMM!!! Those sound like some pretty disappointing issues. I can definitely see why you are so frustrated, in the past I have had to deal with similar issues, and believe me I WAS AWFUL FRUSTRATED AS WELL!!!. Unfortunately I do not have any solutions to these problems, the only thing that I can suggest is to regularly check your phone for any update that Motorola may release. To check for updates manually do the following.
1. Tap on the SETTINGS icon on your phone
2. Scroll down the screen until you see the ABOUT PHONE menu option (You will probably have to scroll down to the VERY BOTTOM of your screen). Tap on ABOUT PHONE then tap SYSTEM UPDATE. if an update is available SELECT THE OPTION TO DOWNLOAD THE UPDATE, As long as you are either using WI-FI or your wireless carriers data connection then any updates that Motorola releases that are meant for your phone will download automatically. If you need to find out if you are using your wireless carriers data network or not then follow these steps. First find SETTINGS and click on the SETTINGS icon on your phone. Go to MORE, then tap on MOBILE NETWORK SETTINGS and MAKE SURE the ENABLE MOBILE DATA checkbox has a checkmark in it, if there is no checkmark there then TAP THAT CHECKBOX UNTIL A CHECKMARK APPEARS IN IT.
NOTE: to access the settings menu that I refered to above, You may need to tap on the APPS option first.

How to setup home page
You can long press apps from your app tray to drag them to the home screen. Then you can long press to drag them around the home screen or hold to grab and then swipe up to send them to the trash. You can also long press in an empty spot to change your wallpaper or add widgets.

How do I get my phone to let me answer a call?
Question: you get any response from the screen when you slide to answer? when you get a call do you see on the screen a green and red tabs or circles? to get the action done you need to tap/hold and slide it to perform the action.

How do i download my pics to my laptop ?
If they are on your SD card then you can remove the SD Card from your phone and then plug into the computer and copy. You can also sync your pictures to Google Drive so you have a copy in the cloud and then download them to your computer or you can connect your phone via USB cable and then use the File explorer on your computer to navigate through the phone's file system to copy them over.
