The tapes In my Panasonic PV-GS14 are stuck and won't run
you cannot move the spindles/cogs in a mini dv tape without pressing down a small lever on the rear of the cassette.
the lever is in the lower right, move the lever, then move the ribbon protector to the open position, then spin the cogs, the tape should be free.
if not, then you have a jamm inside the cassette, you can open these casettes by removing 4 small screws. ( this is a very fiddly job & you may ruin the casette, if you dont know how )

I have a Panasonic palmcorder, vdr-m30-pp, that
that error is to do with the lazer lens that reads the disc, you can try a cleaning disc or using a can of comressed air.
it could also be a worn spindle, but that normally makes the mechanism noisy.

* I don't undestand what you need ! What kind of video. Need U prog too run movies,videos,etc.? Or U have drivers to connect your device to pc? If u need prog for playing videos, I will suggest you GOM Player (Be carefully WHEN YOU INSTALL IT !,because are 2 mone prog in under check box !

Tape will not eject
Probably tape stuck, unless u know what u are doing take it to a repair shop. Fixing it takes a minute
