The command.com is a key file in the booting up process of computers. You either have a virus that destroyed it, or your hard disk drive is failing. Try going into the CMOS and make sure the CD is listed in the boot order and first, then boot to system CD.

My Panasonic Toughbook T2 was shut down properly
Is there any chance the video output is switched to feed the rear VGA connector? ie the screen is black due the video being routed away from the screen. Try hitting F5 key.
Can you hit the Delete key to try and enter the bIOS screen? (it may be another key such as F1 or F2. See your Toughbook manual)
Can you have someone make you a bootable USB thumb drive and try booting up with that?
Its also possible that the hard drive has failed, but usually the BIOS POST check will initiate and indicate a failed hard drive or bad RAM etc
Can you remove the 2.5 inch hard drive? Usually its accessible under a removable panel under the laptop.
