What is the position of your Manual Freewheel Levers?
If they are DOWN the Freewheel is engaged, the motors will not work.
Pulling BOTH Freewheel Levers fully UP should solve the problem.
That's the problem with buying used parts as they take a chair that doesn't work properly and see the parts off., even the part that caused it to fail and be sold or scrapped.
Send that part back and buy new. But what if the controller is not the issue though.

It comes out the front also.....but it is a real pain if the cabling was put on with out any thought the last time they were replaced. I had to hire a neighbor hood teen ages to get down and "walk" the battery out by rocking it back and forth.

Tthere appears to be many variations of this model. Check that the batteries were correctly installed for polarity. Disconnect, wait 30 minutes and reconnect. This is as close to a controller reset you will get. The manual suggests you need dealer service

I'm not familiar with this particular wheelchair, but I personally often forget to reconnect one flat cable, which in that case is most likely to be your issue?
