Plasma TV's are notorious for power supply problems, its most likely failing capacitors in the power supply. If all else fails its just time for a new TV. It sucks, i know, but i see so many 2-3 year old TV's failing its like a plague of the repair shop.

Chances are it will blow the fuse again if you replace it, a replacement power board should fix it, for future reference its not a good idea to run sensitive electronic equipment on a generator

Sounds like a backlight problem. I would get the TV replaced under guarantee, as it is less than a year old
