I doubt this is a timing board issue, I'd look at voltages in the power board when the set has the issue and after it warms up and they're no longer there and compare the 2. This sounds like a cap issue

It won't be the tcon board, could be either the main or backlights, check the backlight on terminal at the power board, should see about 3 volts there
