The only way to fix what you have would be to change the element for one with a lower wattage but unfortunately the element is not listed as a spare part. I'm dealing with the same issue and the impeller on the flow sensor had broken off inside the sensor so the unit doesn't think it's getting the water flow it needs. Fix is replace flow sensor

If it is under warranty, just contact the company to diagnose and fix it. check the pressure control that switches the element on or off if it is faulty then it switches on when the tap is turned on dropping the pressure but it will not recognize that the increase in pressure when the tap is turned off so it keeps heating the water.

This electric demand water heaters has one heater element. The flow switch turns it on. The thermostat cycles it on and off according to temperature. There is no medium. You need to run the sink on hot while you take a shower. This kind of cancels out the savings on electricity. Or get a higher flow shower head. Your screen on the shower head may be partially fouled. Take off front cover, on the top of the two cylinders in there (the heating system) there will be a small red button. That is the Safety Thermal Cut out, depress that red button. It is similar to a circuit breaker. If the red LED comes on when you turn on hot water at a sink then that was the problem. I have on that trips periodically. Its annoying but not enough to replace the part yet. Good luck.
