Check the ingear protector in the control box ! its a small switch that when lever in gear it wont start ! remove and split the box or remove the flush mounted box from the side of your boat and you will see it as you move the gear lever pending what type you have ! some have a small lever on the switch and others have a button !

Suzukis are normally a mission to work on especially if it is a two stroke,so I suggest you get a workshop manual.all gearbox bolts must be undone,the gear linkage is under the bottom carb,this is the tricky part,you have to loosen a nut at bottom of gear arm where gearcable fits,then push in with screw driver,this releases gear change shaft.the biggest problem is trying to see what you are doing.good luck
I just bought a suzuki outboard dt65 it sat for 6
remove carbs and clean jets etc ! clean or replace fuel tank and check primer bulb and line not perished ! check compressions and sparks ! remove gearbox and replace the impellor even if it looks ok and replace the gear oil ! run in tub of water for an hour to check cooling and the thermo opening also check no fuel leaks etc !

The easiest visual test to see if your motor is pumping cooling water is that the water will come out the "check hole" just below the engine bonnet.
However. it's possible that the check hole has become clogged with debris. A piece of thin wire or even a toothpick should be enough to get the debris loosened so water will flow.
You can buy "ear muffs" at any chandlery to hook your motor up to a garden hose for your test.
WARNING!
If steam is coming out of the hole, SHUT THE MOTOR DOWN IMMEDIATELY! You'll overheat the motor and cause a very spendy repair job.
