If you set 2minutes. As soon as you press start you will get 1:59 and counting down.

Timer is programed & is currently in off state but my stuff is still on

Specifically which timer do you have??1) Reset timer to Clear programming, and then reprogram being careful to avoid overlaps and conflicts that can cause timer not operate as expected.2) Move timer to different outlet. 3) Test outlet with circuit analyzer4) Try plugging different load into timer. Plug in timer.
Let rechargeable battery charge.
Once battery is charged, you can remove timer from plug so programming is easy.
If battery will not charge, then timer is no good.

Sylvania timer can be used for 1000W incandescent Loads and Motor loads up to 1/4Hp
All outdoor timers are susceptible to power surge from nearby lightning.
Timers are also affected by line noise and incorrect outlet polarity.
Test outlet with circuit analyzer. Use timer to control different Load on different outlet.
If more than one timer has same problem, then suspect can be line noise and outlet polarity.

Heavier-duty Intermatic HB8800RCL timer has limited lifetime warranty, and controls 1800 watts and 1/3 HP.

Problem is not clear.
Do you want to permanently override timer?
Most in-wall timers have override button, but the timing programming resumes at next set point.
When you re-program timer, it lets you set on and off times, but does not let you convert the timer to an ordinary on-off switch.

There is 1 type of timer that has timing function, PLUS optional ordinary on-off capability: Intermatic KM series, Tork 701, Woods 59017, GE15070

To replace the timer with ordinary on-off switch:
Buy on-off switch at hardware store. Switch will have 2 brass-colored screws and 1 green-colored screw.
Turn off power.
Remove timer wires, but note 1) which wire connected to timer red-or-blue wire and 2) which wire connected to timer black wire.
These two wires will connect to different brass colored screw on new switch.

It sounds like you have the timer set correctly.
Manual says to set Master switch to ON position to make settings
Timer has lifetime warranty

This timer is rated 120Volt 1800W incandescent 1/2 HP
If your pump rating plate shows excess of 1/2 HP, then this timer is not heavy enough.
Timer comes with lifetime warranty against workmanship, which is far superior than any other timer I've seen on the market, and I test and research timers each day.

Manual says to set Master switch to ON position to make settings.
After settings are made, manual says to move Master switch to Timer for timed functions, as you have done

Next thing to look for: if timer dial rotates as time passes, and keeps correct time.

The timer dial is a clock. The segments located around dial are pushed down or pushed up to control on-off operation.
As the dial rotates, the segments push a switch that turns Load on-off.
If you want timer ON for 2 hours, then you push down 8 consecutive segments.
If you want timer ON for 8 hours, then you push down 32 consecutive segments.

Plug ordinary lamp into timer, and turn lamp ON, and then manually rotate timer dial to see if lamp turns on-off. This will give you a baseline for timer operation, and then you can assess if the motor has suddenly malfunctioned, or breaker is tripped, etc.

Intermatic makes a heavy-duty plug-in timer, and the ratings are identical to your Sylvania SA110
