From the sounds of your issue, it may be that you have malware or a Trojan. You can run a scan using this free malware/antivirus protection. I am not sure which antivirus you are currently using but this one is free and has excellent reviews. You will need to uninstall your current antivirus protection first before installing this one.
Malware/Trojans can disable your antivirus programs and make it look like everything is running smoothly. By running a complete scan with another program, you can get the malware out. Even the best antivirus can be disabled.

Torrent download blocked
If you are using a VPN or sharing internet (IE: School, hotel, ect), they might be blocking that port that allows torrent downloads.
Everytime i try to install
Seems like you have virus or malware on your computer. Download malwarebytes from
www.malwarebytes.org and run a scan. Remove anything that malwarebytes suggest. You should also run a scan in safemode. After you have done this you should try to install Norton Internet Security 2011 again.
Phishing protection functionality has encountered
Which antivirus you use currently? Is the antivirus contains anti-phishing? I would like to recommend you to use Kaspersky AntiVirus 2009, which it contains 'Anti-Phishing'.

I have dial up. Updates of more than a few
Unfortunately these days dial up is not sustainable for anything other than Faxing. With file sizes continue to increase you want to consider high speed internet. Another option would be using a smart phone with a data plan to thether high speed using wifi.
