The heart rate is recorded at these abnormally low levels because the sensor has lost its sensibility. This can be caused by only 2 things:
1 - the battery for the watch is almost dried and its voltage has dropped so low that the sensor can't work no more. You will have to replace the battery. because your watch is a sealed type you should take it to a repair shop: they will know how to open it carefully enough as to not damage the rubber seals.; and if they can't open it without damage they will have replacement rings.
2 - the sensor itself (which basically is just a microphone that listens to the beats) is clogged by dirt. Wash the watch in hot soapy water and look very carefully for cracks in the rubber of the strap - if you find one then the sensor has been permanently damaged by the sweat that seeped in. In that case it's time for a new one.
