Recently, TomTom has decided to limit/stop support (including software/maps, etc.) for certain (older) models of TomTom GPS. If your model is one of those, you're out of luck. TomTom is trying to have you buy a new model.

My tomtom one 140 Touch
It may be something stuck between the screen and the edge of the screen. When this happens with a foreign object, the screen cant sense anything because the debris is holding it down. Clean around the edge with a q-tip and window cleaner and maybe a toothpick and try again.

You might consider using a USB cable with an angled connector. This way the stress will no longer be on the TT motherboard but more on the housing. You can find such cable on eBay.

It sounds like the TomTom isn't able to boot up. This may be due to a software or data issue.
Have you tried to (use HOME on your computer to) connect to the TomTom server ? to update the software/data, and/or tried to restore the software / data with the (previously) backed-up copy (that you had previously saved on your computer) ?
How can I set time and volume?
These 2 things can be done using the "Menu". (You can also adjust the Volume from the Driving Screen - tap bottom left area and slide the volume bar to adjust the volume).
From your Driving screen (showing map of current location), tap on the (middle of the) screen, to show the Main Menu (on the next screen),
Look for, and tap on "Change preferences".
1. To set Time:
On the next screen, look for and tap "Set Unit". On the next screen, select (tap on TIME), and you can set (reset) the (display) format and time.
2. To set Volume:
On the next screen, look for and tap "Volume preferences". You can then tap on the bar (position) and test/hear the level of the sound. And/or you can select "Link Volume to car Speed" ... and tap Done.
How can I set time?
You can set (or reset) your Time (& display format) using the "Menu".
