Why won't my Toshiba dvr 620 not coming on?
Parts like you're needing are nearly impossible to find. More than likely the same thing happened to yours as the one I have in my shop. Sometimes during power surges, spikes, and lightening strikes, things get damaged. I found in the 2 units I have worked on, one, it was as simple as a blown fuse, which if that is what happened to yours, it's an easy fix and should not cost more than $40 to repair. Or, if you're savvy on fixing things, about a $5 250V fuse is all you need and about 30 minutes time. In the case of the second DVR it had bypassed the fuse, and the fuse was fine, but wiped out the transformer on the power supply. In my case I can not find part 08046871041 which is just the transformer to repair the power supply, nor can I find part 08246871060 which is the complete power supply. Good luck search, if you get lucky and find one please let me know where I can find it at, I have also researched for replacement parts that would work with no luck.
Toshiba 65H83 is flickering after maybe an hour on. Is this a convergence chip issue?
Fault with the main power supply regulator board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Pull up older posts.

It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

Rotor doesn't stop after insert DVD
its seems that DVD player can't read the DVD.
Can be:
1. DVD Player eye is dirty
2. DVD format on unknown to DVD player
There are kits that clean DVD player eye, I would try it first.
My ECCO tv is locked<

Toshiba's Panel Lock feature allows you to save your settings on your television so that no one else may change them and only the On/Off switch may be utilized from the TV's front panel. Parents may find this option useful to prevent children from accessing programs containing violence and other inappropriate content. Once you turn this feature on, certain steps must be followed to turn it off again.
1. Press the "Menu" button on the remote control, and scroll until you come to the "Preferences" menu. Select "Parental Control and Locks," then press "OK." If your TV does not have a "Preferences" menu, go directly to the "Locks" menu.
2. Enter the four-digit PIN that you selected when you turned the Panel Lock feature on. You may have to scroll up or down to access this area.
3. Press the "Up" or "Down" buttons on the remote until you reach the Panel Lock feature. Move the cursor to select "Off," and press "OK."
Toshiba vhs dvd combo will not play tapes run for about a count of 3 on face then shuts down completly
I had the very same problem and it was an easy fix. Remove the top cover and you will see a clear plastic post with an extension over a black plastic gear with two cutouts. This senses tape movement. Remove the clear plastic post which is held on by one screw. On the printed circuit board below where the clear post was you will see an infra red led. clean the led and the clear plastic and reassemble. That should fix the problem. Good luck
