Most likely it's a capacitor fault. Google "Capacitor bulge" and then search Youtube for your make and model to see if anyone has done an instructional video. You'll need to be comfortable dismantling the TV and be able to use a soldering iron. If this isn't you then take it to a repair shop.

Check the system settings first. Go to the picture settings, and check whether the reviving system is set right. That is; do it match the color system adopted at your country; whether it be PAL, SECAM, NTSC .58, NTSC 4.43 etc, whatever it may be.
